What to consider when submitting a tender
Tenders are always submitted using the electronic tendering system. Tenders submitted in any other way will not be accepted.
If the call for tenders is unclear, contradictory, open to interpretations or raises questions, the tenderer should submit a question via the electronic system. To ensure equal treatment of tenderers, questions submitted in any other way will not be replied to. Submitting questions is possible during the period indicated in the call for tenders, not after the deadline for submitting questions has expired.
Never interpret, ask!
Asking allows you to avoid any mistakes, such as the tender being insufficient and unclear, which may lead to your tender being rejected. Ask questions, especially if you are submitting a tender for the first time.
Do not attach anything extra to the tender!
Nothing but the appendices requested in the call for tenders should be uploaded and attached to the tender. This applies to, for example, a self-drafted tender document, as the information contained therein could be interpreted as presenting your own terms, leading to the rejection of the tender.
We have made it easier to submit a tender as we do not require documents needed to clarify the fulfilment of exclusion criteria and eligibility requirements to be uploaded as appendices to the tender. Instead, we request the selected operator to present them only after the procurement decision has been made, prior to the contract being drawn up. This makes it easier for the tenderer to submit a tender.
